Business Start-up Assistance Scheme for Women (婦女創業支援計劃)

The purpose of this Scheme is to help less fortunate and unemployed women to create self-employment by starting their own businesses. A charitable trust fund was set up and funds were raised to finance the Scheme. Launched in 2002, the Scheme is now in its second phase.

Phase I was targeted at individual applicants. Successful applicants received assistance to raise the initial start-up capital for their new business through a low interest bank loan. Continuous support and individual mentoring were provided by HKWPEA Members throughout a period of two years.

Three candidates were selected out of 41 applications after a rigorous selection process. They were:

  • Mak Chi Kwan (Financial support of HK$100,000)
Ms Mak received assistance to set up a Chinese medical and acupuncture practice in a 320 s.f. sub-let space, inside a Mannings retail outlet.
  • Law Kuen Kuen (Financial support of HK$100,000)
Ms Law’s business was to establish a wholesale and retail outlet for children shoes and ladies handbags in a shopping centre.
  • Melinda Tampus (Financial support of a total HK$75,000)

Ms Tampus received support to set up a shop to sell food products from the Philippines, international calling cards, and homemade food.

Phase II of this Scheme was launched in the third quarter of 2004. The focus of this Phase is to assist women in starting a co-operative business (婦女合作創業計劃). As in Phase I, successful candidates are supported through funding and mentorship. NGOs with experience in providing assistance to women co-operatives are invited to join as supporting partners.

As a pre-launch event, HKWPEA organized, on 19 June 2004, a public Forum to promote women co-operatives as a model for capacity building, mutual help, economic empowerment and job creation. The Forum was supported by the following organizations and institutions: Yan Oi Tong; Kowloon Women's Organization Federation; Department of Applied Social Studies of City University of Hong Kong; and the Health, Welfare & Food Bureau of the HKSAR Government. The Forum was very well attended.
